Moulins is a town and commune in central France, prefecture and capital of the Allier department. The total area of city is 8.61 square kilometers and population in 1999 was 21,892. Its density in 1999 was 2,542 per square kilometers. Before the French revolution, Moulin was the capital of the province of Bourbonnais and the seat of the Dukes of Bourbon.
 
Moulin is a department in south-central France named after the Allier River. Moulin was one of the original 83 departements created during the French Revolution on March 4, 1790. It was created from parts of the former provinces of Auvergne and Bourbonnais. In 1940, the government of Marshal Philippe Petain chose the town of Vichy as its capital.
